Governor Ralph Northam issued an evacuation order for about 245,000 residents in flood-prone coastal Virginia beginning at 8am local time while South Carolina Governor Henry McMaster has ordered more than 1 million residents along his state's coastline to leave starting at noon on Tuesday.
"We are in the bull's-eye", North Carolina Governor Roy Cooper said at a news conference.
"The chances of it going out to sea are extremely slim at this point", she said.
Some portions of the Carolinas could see as much as 30 to 40 inches of rain from Florence, the National Weather Service said, which would lead to river flooding that "could last for days or weeks" after the storm.
As of 11 a.m. EDT on Monday, Florence has been upgraded to a Category 4 storm.
It said that this motion is expected to continue for the next few days.

It added that maximum sustained winds were near 75 miles per hour with higher gusts.
