McGowan was speaking publicly for the first time since the October 5 New York Times story that cited her as one of Weinstein's alleged victims.
McGowan was introduced by Tarana Burke, who began the "Me Too" movement 10 years ago - a phrase that's become a hashtag used to show solidarity among women who are victims of sexual assault.
"I have been slut-shamed, I have been harassed, I been maligned. I knew right then that every word Rose told me was true, you could see it all over his face". "I'm just like you", she said.
The actress said that what happened to her behind the scenes has happened to others, and it "cannot stand".
On Oct. 12, McGowan returned to Twitter after a 12-hour temporary suspension of her account with claims that Harvey Weinstein raped her, clarifying previous statements that she had been sexually assaulted by an unnamed studio head.

'Dear Monster, here come the girls, ' McGowan continued. She also announced a website called Rosearmy.com where people can "enlist" to join together in speaking up against sexual violence.
"For all of us who have been grabbed by the motherf--ing p--y, no more", McGowan said. "Name it. Shame it. Call it out".
"In the face of unspeakable actions from one monster, we look away to another", she said.

McGowan, has been at the center of that conversation as it's played out on social media, castigating the Hollywood establishment in recent weeks as years worth of sexual assault allegations against Harvey Weinstein have come to light.
The New York Times reported that Weinstein paid a financial settlement of $100,000 to McGowan in 1997 over an incident in a hotel room during the Sundance Film Festival in Utah. When the actress made mention that she was a fan of film noir, Rodriguez commented that she should have auditioned, to which she replied that she had been blacklisted from working on Weinstein movies.
