The Trump administration is continuing an Obama-era program shielding "Dreamers", the so-called undocumented immigrants who came to the United States illegally as children. She said Thursday's decision carried a muted impact because DAPA never went into effect in the first place. Rather than continue to defend it, the DHS formally rescinded the program. And that, sometimes, has been a bottleneck to how we think about immigration.
While Trump has not cleared the air on what he plans to do about the program but so far, most immigrants protected by the efforts have not been targeted.
The DACA program provides temporary deportation relief and work permits for those who were brought to the United States as children, have a clean record and undergo a background check. In a speech on immigration given in August 2016, Trump said, "We will immediately terminate President Obama's two illegal executive amnesties in which he defied federal law and the Constitution to give amnesty to approximately 5 million illegal immigrants". If you look at the history of immigration in this country, each successive wave, there have been periods where the folks who were already here suddenly say, "Well, I don't want those folks" - even though the only people who have the right to say that are some Native Americans.
Participants were to have been kept safe from deportation and provided with renewable work permits, but the program was blocked by a federal judge in Texas after 26 states sued.
